From Planning to People: The Evolution of the Household and Community Transformation (HCT) Department

As the landscape of Kanungu District changed, the Diocese recognized that effective planning must directly impact everyday lives. To align with national standards set by the Church of Uganda and focus closely on the family unit, this vital office transitioned into the Department of Household and Community Transformation (HCT). The Grassroots Planning Architecture

Local Church Teams

Every local church maintains a dedicated development team bound by clear, measurable objectives to foster community progress. To ensure accountability, these teams meet twice a year:

  • The Evaluation Session (June): A mid-year review to assess ongoing local projects, identify bottlenecks, and redirect efforts.
  • The Strategic Session (December): An end-of-year assembly to finalize local budgets and map out developmental targets for the upcoming year.

Diocesan Synthesis

The resolutions and data gathered by local churches are escalated to the Diocesan level. Here, a central team—comprising The Diocesan Bishop, all Heads of Departments, and all Archdeacons—analyzes regional trends and coordinates with implementing boards. This collaborative effort culminates in a comprehensive Diocesan Year Planner, matching social, spiritual, and economic activities across the region.

To break the cycle of financial exclusion, HCT mobilizes and trains families into community-backed VSLAs. By pooling small savings, local members access micro-loans to kickstart small businesses, pay school fees, and invest in agricultural inputs without relying on commercial banks.

Development requires technical skill. The department hosts routine leadership, financial literacy, and technical workshops for community heads.
